This State Becomes the First Paperless Assembly by Implementing the National e-Vidhan Enforcement Program

The northeastern state of Nagaland has made history by becoming the first state assembly in the entire country to implement the National e-Vidhan Application (NeVA) program to become completely paperless. During the current state budget session, the Nagaland Assembly Secretariat attached a tablet or e-book to each table of the 60-member assembly.

Union Parliamentary Affairs Minister Pralhad Joshi tweeted: “Nagaland becomes the first legislature in India to successfully implement the national e-Vidhan project. Now members can use electronic devices to participate in House debates. This initiative encourages paperless operations and reflects the government’s commitment to Ashta Lakshmi. “

What is NeVA?

NeVA is a Unicode compatible software allowing easy access to various documents such as list of questions, list of cases, reports, etc. English and any regional language. This application spearheads the principle of “One Nation – One Application” with the objective of Cloud First and Mobile First to serve FIRST members.

Technical and financial arrangements have been made under NeVA to create a digital archive of all legacy data and make it available to users, including members and citizens, in easy search mode via the mobile app. and the website too.

“National eVidhan Application (NeVA)”, a mission mode project for digital legislatures aimed at making the operation of all legislative chambers in the country paperless was developed under the theme “One nation – one application”. NeVA is transforming all state legislatures into “DIGITAL HOUSES” to enable them to conduct all government business on a digital platform, including exchanging information with state government departments in digital mode. It is about bringing about a profound transformation of governance across the country by making people well-informed and enlightened citizens and thus strengthening the roots of democracy in the country. NeVA not only brings greater synergy, coordination, transparency and accountability between the legislature and the executive within a state, but also between states. Keeping in mind the latest technological developments in the field of ICT, maximum use of AI and IOT has been made to make NeVA a robust computing product.

Since the process involving the operation of all Legislatures is similar, except for some minor variations, enabling provisions have been incorporated into NeVA for its integration by both Houses of Parliament as well.

To adopt the e-Vidhan National Application (NeVA), a Memorandum of Understanding (MoU) has been signed with 18 States, namely (1) Punjab (2) Odisha, (3) Bihar {both chambers}, ( 4) Meghalaya, (5) Mizoram, (6) Manipur, (7) Gujarat, (8) Arunachal Pradesh, (9) Nagaland, (10) Pondicherry, (11) Tripura, (12) Himachal Pradesh, (13) Chhattisgarh , (14) Tamil Nadu, (15) Sikkim, (16) Haryana, (17) Uttar Pradesh {the two houses} (18) Jharkhand.

Out of these 18, detailed project reports have been submitted by 13 states, namely (1) Punjab (2) Odisha, (3) Bihar {the two houses}, (4) Nagaland, (5) Manipur, (6) Sikkim, (7) Tamil Nadu, (8) Meghalaya, (9) Haryana, (10) Tripura (11) Uttar Pradesh (both chambers) (12) Mizoram, (13) Arunachal Pradesh for sanction of funds. All but the last (Arunachal Pradesh) have received the necessary funds as per the requirements of the respective legislature for the implementation of the project. All these Legislatures have also started the procurement of various devices as per their requirements by following the respective procurement procedure and general financial rules/regulations/guidelines without any interference from the Ministry of Parliamentary Affairs.

As a special achievement, Bihar Legislative Council became the first House in the country to completely transition to NeVA platform on November 25, 2021 and held the 2021 winter session on NeVA platform in paperless mode . They will also lead the upcoming 2022 budget session on the NeVA platform. Odisha Assembly also submitted its 2021 budget paperless using NeVA. Other houses are also going the same way and over the next few months, with the purchase of IT devices completed and the necessary infrastructure installed in and around the houses, noticeable changes would be seen in the functioning. of all state legislatures.

Keeping in mind the federal structure and the autonomy of state/UT legislatures, all are encouraged to adopt NeVA.
